Nomic is a game where the only rules at the start are about how to create new rules, and the game evolves from there. (Some versions of the game start with rules about how to get points and how to win, with the intention of changing them as we go along, but I think it's more fun if nothing is decided in advance.)
So, the only rule to start with is:
(Unofficially, it will also be assumed that players will list the new ruleset whenever a change is made, but there's no need to make that a strict rule.)
So, now that the rule is established:
I propose a new rule: Every player has a count of their current point total. Each player starts with 0 points.

I remove the rule "Every player has a count of their current point total. Each player starts with 0 points."
I propose a rule where every player has $0 instead of points

I hadn't actually added a rule, I'd proposed a rule. So there's nothing for you to remove. If two people agree to add my rule, then you can propose to remove it, and you'd need to get two people to agree to the removal.
So, currently we have one rule (the original one), and two proposals for rules (mine and Chirou's).
